Layer > Conver to Outlines (SHIFT+CMD+O)

The last app I'm using is http://milanote.com/ It does all the things you are asking for. Add images, notes, arrows, boards, even tasks and columns to do something similar to trello.
The have a free plan, apart from paying ones.
