Do VUI’s go against the UK Equality Act 2010?

According to this bbc article http://www.bbc.co.uk/news/education-42776454 Sally Reynolds is now issuing legal proceedings, against LHG Live, for the failure to make reasonable adjustments, in the form of supplying an interpreter, for the whole of a Little Mix concert.
Under the UK Equality Act 2010, any organisation supplying a service to the public is under a duty to make reasonable adjustments to ensure that a disabled person's experience is as close as possible to that of someone without a disability.
If a VUI does’t make a reasonable adjustment to ensure a deaf person’s experience is as close to that of of someone without a disability, are they open to legal challenges?
