Looks like a bug rather than an intended 'active state', considering you're not actually in 'My Account' in the screenshot, I struggle to see how this is an 'awful active state'.
Does it need to be fixed? Yes. Is it the result of someone designing an 'awful active state', no.
I'd suggest the title of your post should be 'look at this bug in googles app switcher UI when in inbox on a desktop.'
True, didn't mean to sensationalise what is most likely a bug, but I just noticed it amongst a variety of other things that are starting to annoy me about Material Design - the fact there is almost no affordance on their CTA's (especially when they're plain text) is incredibly confusing, and this seems less like a bug, more like an afterthought when a developer has had to take things into their own hands as it hadn't been considered.

The whole circular animation wipe thing in general is awful. It's like the star wipe of interface animation.

There's also an issue when the
active-statewhen changing accounts on google too. I believe it's a bug throughout the stylesheet which is caused by
border-radiusbeing a little too high
