I like how they kill Google Reader but invests millions into the crappy Google+.
It's an ROI thing. If they ever did managed to crack Google+ (they won't), it would provide them with invaluable amounts of user data.
Can't say the same for Reader.
It looks great. Sadly I still don't see anyone using this. Other platforms have too much of a strong hold and other than a nice interface, they aren't offering anything to strongly differentiate themselves. The latest Rdio news is proof that a great UI/UX isn't enough to win you users.
That is one of the most brutal realizations for visual designers. For a killer product, the type/colors/layout can only take you so far before timing/marketing/engineering/luck become the final differentiating factors.
Design and marketing should be intertwined.

Not sure why they wouldn't make this clearer, especially considering it's not entirely clear how many new features are missing or inaccessible using the existing/old interface (i.e. the links to 'Collections' worked, but I'm not sure whether the experience is more compelling once the user flips to New G+).
It won't even load up the page for me.
If you want to try the new Google+ design go to https://plus.google.com/apps/activities and click on the search box. It worked for me but only for the session I then had it open for.

I'm in the minority but I actively use G+ as one of my three main social media outlets alongside Facebook and Twitter. It has features that I wish that Facebook would adopt:
- Ability to turn off comments. Really good for things that you want to share but not discuss (politics, religion, deaths in the family, etc.)
- Basic formatting, i.e. Bold and Italic.
The communities are actually pretty good. A few of the design and developer communities are fairly active with good information and camaraderie between members.
Is there any you'd recommend in particular?
Pick your topic, and there is likely a fairly active community. I'm in React, Android, Dart, Chrome, etc. and all are pretty active with some good information that comes through.

tl;dr: Google+ is getting the inevitable Material Design treatment.
Google you are so irrelevant on social networks, as Apple or Microsoft. Just accept you are not good enough. But I still prefer this than facebook. But as Whatsapp (or the iPhone, Windows...) being used by a lot of people doesn't make it great, just is what people know. Buy Pinterest or else.
