What's the best proposal software (is there anything better than http://proposify.biz?) where designers can build templates and reusable items so that a business dev team can build proposals?

Ideally, it would include several case studies and infographics that the designers would create. It would also be nice to create a stylesheet so that non-designers don't screw anything up :)
