Being outside Europe does not get you off the hook either. If you are a non-EU trader selling intangible digital products to customers in Europe, this law applies to you too.
Is this enforceable at all? I mean... to come after the guy in South Africa that sells $5 ebooks because he hasn't registered for VAT in every EU country is not only ridiculous, it's also a huge waste of time –and taxpayer money– to be worth their while.

How does this work in practice? Will you ACTUALLY have to register for VAT in each and every European country and forward the VAT yourself?
If this is true, this is insanity, and a kick in the balls to every single small company in Europe. Apparently the main reason is to go after Amazon.
