While browsing the page of a user who had the new Twitter design enabled (on desktop), I saw that some of his posts were in bigger font size (below)-- anyone know why? Is this the equivalent of a "Featured"/highlighted post on Facebook? Can it be controlled?

I think I remember them saying it was going to be something like "Best" content as measured by retweets and favorites. But im not 100% on that.
That being said, I do NOT like where this redesign is going and I am usually very excited by needless redesigns.
I know you can pin a tweet now on the new design. Not sure if that has anything to do with it?

If so there is a little message that says "Pined Tweet" inside and at the top of the div the tweet is contained in. Should be above the name and date.
Actually, it's probably a "Best" tweet (see Aaron's answer).
