I think the idea of "tagging" files is actually pretty reasonable for a lot of normal users—Apple are definitely heading in this direction. However, I'd like to see how this would work for more "advanced" users. For example, developers need to be able to organise sometimes hundreds of files in a project, tagging would fail miserably at that.
My guess is that you would still have a "Finder" type application that plugs in to the file system and offers up a more traditional view of the file system.
