    I think most of the appeal for designers to use Bootstrap is because of the markup and accelerated dev time. It's much easier for back-end devs to work with non-coding designers when they're both going off of the same framework. Also many designers that don't know Javascript get entrenched with bootstrap's out-of-the-box jQuery plugins.

    tl;dr: Non-coding designers use bootstrap because it's easier/faster than writing their own front-end framework.
