    Give Anchor CMS a look. Uses Twig, has an admin panel for a client, but still super simple and tiny (150kb).

    Alternatively I have heard of people making just a static html page that pulls text from a Google Docs file... maybe that could be of interest.

      +1 for Anchor CMS, but I am a bit biased. It doesn't use Twig for templating though, it's similar templating to WordPress.

      Anchor CMS isn't a bad option. Although it hasn't had a new version release for quiet some time. And as far as I know, I've found a few bugs that does limit the functionality of the site that have yet to be addressed in a stable release (I run The Start FM on Anchor CMS for over a year and still haven't seen great support/community feedback.
