    Sure at a time when itunes looked like a file folder the zune app was using big images and typography to enhance discoverability. The zune desktop client from 2010 or so still looks better than current itunes(not a high bar, I know)

    The Metro design language signaled a shift toward flat design well before iOS and Android.

    iOS7's flat UI took quite a few design cues from Windows Phone

    I don't know why you wouldn't have expected something like this from Microsoft. They led the way on a lot of design trends that were later implemented by Apple and Google.

    The 360/XB1 controllers are my favorite. They took everything I liked about older controllers and put it into a nice ergonomic package.

    What are the expected deliverables?

    If pixel perfection is a must then use Sketch. You can create a close approximation of pixel accuracy in Axure but it's not close to Sketch.

    If you're creating wireframes both are fine but Sketch is a lot cheaper so it may make more sense to go that way.

    If you're prototyping content it depends on the level of functionality that needs to be prototyped. If you're just doing basic hotspots with screen to screen transitions then you should be fine with sketch + craft's plugin. Any sort of in-page interaction or advanced prototypes will be easier done in Axure.

    It's my understanding that Skype for business is part of the Office 365 suite and a completely different app than regular Skype..
