Cheers Kyle! I often find stuff on SiteInspire and HTTPster - they're both terrific resources, but I thought there was still a gap to create one go-to resource purely for portfolio designs.

Future plans include moving it off Tumblr to something custom (Tumblr was just a quick way to set up to see if there was any interest in the idea), bringing more editorial content & critique to the site, and perhaps a jobs board too.

Thanks for the questions, totally legitimate.
In terms of my credentials, i've been a designer for about 5 years or so professionally. In the last year and a half i've been heavily involved in the hiring process. As a result, I have looked at a lot of portfolios, and would like to think that i've got some idea what makes a good one. Though obviously some things are just a matter of opinion!
In terms of requirements I think there are some general principles which most good portfolios follow e.g. a small coherent set of well presented pieces, the portfolio is easy to navigate etc. Aside from that, I look for portfolios which are original and give you a good sense of a designers approach, skills, and personality through the way they have decided to present their work.
It is subjective though, and that's partly why i'm running interviews with designers i've featured and admire to get their take on what makes a Nice Portfolio: http://niceportfol.io/tagged/editorial I've done six of these so far and certain trends are starting to emerge.
Though best portfolios = best jobs seems to make sense, I would argue that a good portfolio is just a first step toward getting a good job. It can certainly get you noticed but ultimately at some point in the hiring process the portfolio is forgotten and it comes down to the person. Perhaps an exception is when someone is being hired for a very specific skill e.g. their illustration style or something like that.
