Anyone know how they achieved the button animation effect? I noticed it's using React to inject DOM elements and move using transform but I'm wondering if there are any articles or guides on that technique sans react.

  Yep, check out this article! It's not using css filters on this button but it's using the same animation library to achieve the effect (GSAP). https://tympanus.net/codrops/2016/05/11/distorted-button-effects-with-svg-filters/
