Quick fix for this – Change the padding from 18px
to 20px
like this: .header-utilities .account-button { padding: 20px 0; }
I get it too, on Firefox.

Hey, I've been in touch with support about this, and they're working hard on a new header.
I think I have found the issue. If you inspect the account-dropdown element you will notice there is a 3px margin on the top. If you hover over this margin the :hover selector will no longer be active and that's what Andrew is experiencing.
The quick solution is to just remove the 3px margin on the top I did it in dev tools and it looked fine and worked perfectly. Here is a screenshot below of the margin.
I have too and it's a silly issue.
Works for me on Chrome Version 49.0.2623.110
