Here's what I make of it (keep in mind that I didn't buy it):
there aren't enough good reasons to justify its existence. If you're a designer, you have PS Libraries, Sketch colours, Swatches in all the apps, Kuler and the colour manager in Sip. If you're a developer, you don't need an extra app to write 5 lines of your code for you when most code editors will have built in colour management.
the design isn't particularly attractive. If it had a beautiful interface and a really creative/convenient way of managing and creating colour schemes, people would feel good using it and have a reason to get it.
