Where should I start a new blog?

I don't want anything as heavy as Wordpress. Tumblr, Medium, Svbtle..? Thank you.

Jekyll is good. Ghost is also good--it's completely focused on blogging. Also maybe a static site generator (is Jekyll one of these?) like Wintersmith or Middleman.

Jekyll is a static site generator. I use it and Frank for most of my work. I love them both. Jekyll is more geared towards blogging.
I think it is important to consider your intentions with a blog: do you care about exposure? A community driven service like Medium or Tumblr will offer some inbuilt exposure. Do you want comments? Is your content gonna follow a theme?

Pretty much a blatant Medium ripoff. Not even using it as inspiration, just raw copy + paste
It's nothing close to a medium ripoff. The amount of time I spent on the UI is mind boggling. It's distasteful to be so disrespectful to other people's hard work.

I would use a combination of two platforms. My ideal setup would be Medium + Ghost or Jekyll. This will allow your posts to be more discoverable with a community like Medium, but at the same time you have more control over a self-hosted solution such as Ghost or Jekyll.

Tumblr has been good for 7+ years for me, it's pretty simple to use. Medium is nice, but i think it's still too new.
Too new? What does that even mean? Do you carry a new phone around for 2 years before you turn it on?
could lose its relevance, and its audience - you're better off banking on your own url and building up your blog yourself.

Octopress. Just write posts in markdown and jekyll generates the html.
You can host a static blog/site for free on Github and take advantage of their uptime, CDN, etc.

I used scriptogram previously. It's a pretty novel idea and the experience is rather seamless. However, I often had hosting issues where my domain would go down for hours on end and support/responsiveness of the team at scriptogram was spotty. Also, something as simple as testing/customizing your blog's theme isn't as easy as you might expect.
In the end I switched to Jekyll with github hosting and it's been great thus far.

It depends on what you're looking for; Medium & Svbtle are the newskool kids or you can use Tumblr.
I prefer using a hosted solution with a community attached to it already because it makes your content more discoverable.
I like Svbtle, as it's simple and showing code is effortless.
