I had nothing against High Sierra and probably would not have upgraded but apparently upgrading to Mojave is a requirement to setting up a new iPhone. After several hours of trying everything to get my new phone to connect to my laptop including reinstalling the phone's iOS last night I finally discovered that the real problem was not being on the new OSx.
