Depends on what stage the company is at. For early stage hiring a designer who can code is incredibly beneficial. Later stage, when quality of code is much more important, you want people focusing on what they are good at.
I think designers should at least have an understanding of software and its limitations, and also be able to work with engineers to bring their mockups/prototypes to life. A flat psd or even a prototype almost never "feels" the same when in its final coded form.
