A web designer who doesn't know HTML and CSS is like a fashion designer who can't sew.

Or an architect who can't operate a crane.

More like an architect who doesn't know AutoCAD.

Nah, AutoCAD is closer to Photoshop. Typically there's multiple layers of engineering that happen after the CAD, then materials engineers who actually work on the product afterwards with the actual build materials. The analogy doesn't work.

I worked on an electrical engineering startup - majority of engineers on the ground actually use paper printouts of CAD drawings that are then marked up with additional detail. Electrical designers and engineers work closely but people aren't allowed to do both - QA requirements mean legally you have to have different people on the project, otherwise it's too easy for dangerous, broken product to be created.

CAD is highly abstracted ideation, which requires a talented engineer to work with the architect / CAD designer to turn into reality.
